Plant 2 Aeration Basin Condition Assessment

V&A was retained by Carollo Engineers for condition assessment services to support the rehabilitation of Activated Sludge Aeration Basin Plant No. 2. Plant No. 2 is owned and operated by Orange County Sanitation District and is located in Huntington Beach, California. The objective of the condition assessments was to determine the condition of the structures in order to provide recommendations for repairs and rehabilitation.

V&A assessed Plant No. 2’s aeration basins, influent splitter box, east and west purge fan rooms, scott tunnel, and one secondary clarifier. V&A conducted a confined space entry of these structures as appropriate and employed the following assessment methods: visual assessment accompanied with concrete and metal condition ratings, concrete sounding and penetration test with chipping hammer to determine concrete integrity, surface and at-depth pH measurements to characterize concrete surface degradation, surface penetrating radar to identify reinforcing steel depth and spacing in concrete walls, concrete core sampling and laboratory testing, ultrasonic thickness testing to measure the remaining thickness of metallic components, dry film thickness testing to measure the coating thickness over metallic components, and closed-circuit television to capture detailed observations of interior defects. V&A delivered a report that covers the condition assessment approach, findings, conclusions, and recommendations for the structures.
