Palm River Septic to Sewer Conversion Project

V&A is actively involved in the Palm River Septic to Sewer project, which aims to reduce non-point source pollution by implementing a regional sewerage system. The initiative seeks to lower nutrient and fecal coliform bacteria concentrations, enhance water quality in the Palm River and Delaney Creek watersheds, and decrease pollutant loading into Tampa Bay.

The project comprises multiple phases, focusing on specific areas and integrating various sewer system alternatives, including vacuum systems. The project is part of the County’s long-term program to eliminate septic tanks and low-pressure systems in areas lacking proper sewer infrastructure.

Transitioning to the regional system offers benefits like eliminating failing septic systems, reducing maintenance issues, increasing property values, supporting economic development, and protecting the environment by lowering pollutant levels discharged to the Bay. Assessments of areas of concern facilitate the transition, with Palm River being a crucial component.

V&A is providing engineering services to expand wastewater to the Palm River area, which is currently on septic. Services include value engineering, evaluation of wastewater collection system alternatives, preliminary and final design, pump station site work, permitting assistance, land acquisition support, Construction Manager at Risk (CMAR) procurement, and construction engineering and inspection (CEI) services. The program has been divided into four phases for funding purposes. The engineering team works closely with the County to identify pump station sites, either currently owned or to be purchased by the County, that can feasibly support a vacuum system with the least impact on the residents. The phasing plan considers construction sequencing, population, and risk to ensure that the phasing division construction costs do not exceed the available funding for each phase.

V&A surveys provide detailed data for designing and constructing the sewerage system. This includes identifying property boundaries, topographical features, and existing infrastructure, vital for accurately placing sewer lines and pump stations. The survey team also gathered important data for land acquisition and easements, creating precise maps and plans that guide the construction process. Collaboration with engineers and construction teams allows for real-time adjustments, ensuring compliance with regulatory requirements and fostering community trust.
